It'd be such a smart move.
Use Vol.1 as damage control, a gradual repairing of her brand and winning people back, then use Vol.2 as the flashy 1-2 punch comeback. Hold her own whilst everyone battles it out now, then when the competition are between eras, winding down their campaigns or have launched earlier - get back out there and slay.
It gives her the opportunity to stay within the ARTPOP era and not fully move on, but give us new material quickly. Particularly useful if Vol.1 struggles. And at the end of the day, she'll have good album sales with two volumes.
I'd probably have 3 singles from Vol.1 (Aug, Nov, Feb) then 3 singles from Vol.2 (Jun, Sep, Jan) with the album dropping circa VMAs. Then launch the ARTPOP tour in early 2015.
Except satelite or something.
