Roar is a mega smash but it's ultra catchy and one of the most relatable songs of the year. Anyone age 10-100 can identify with the "No matter what you say, I mean something!!!" message.
Applause has a familiar production but the lyrics are so left field in terms of people feeling some type of way about them. Applause is a song purely about how the GP makes Gaga feel, not how Gaga makes the GP feel, and so in that really the only people who can relate to Applause is other performers.
So in that sense I think they are accomplishing roughly the same amount. I think Gaga doing fairly well with Applause is a testament to her power and I think Katy smashing with a song like Roar is unremarkable.

I like Applause, but it's obvious which song is more successful, and that is certainly Roar.
