If you think about it, Cresselia being Fairy makes more sense than Milotic, so I kinda have a feeling that if Cress doesn't get it, Milotic won't either. And if you think about it there already are W/F and P/F type combinations. Another thing I thought is that they won't make Cresselia P/F because then it would completely outclass Gardevoir. It could go either way though, I guess. GF is weird, we all know that.
So I think it's either Gardevoir being outclassed, or Milotic not being Fairy.
Isn't it weird? At least I think so. They haven't said Clefairy is being re-typed either. For me it would be odd if Clefairy and Milotic are Fairy and not Cresselia.
