Because it's a statistical analysis of lists. It's not like the maker of the list was sitting there deciding Jay should be above 'Ye. He's above 'Ye because his albums tended to appear more and higher on best-of lists released that decade.

There's no perfect way to gain a public consensus but sales are generally a better indicator than reading a few failed writers opinion on an artist. Honestly the best way to see how the public views a singer is to do the unthinkable and leave your house and socialise with people.
