I would assume a filler song is a song that is not relevant to the overarching theme of the album and feels as if it were just arbitrarily thrown on to the track list just for the sake of taking up space/time - purposeless.
If there are any songs on TVR that I think are pointless and irrelevant/a distraction to the theme, they would be "My Need", "Anything", and "Rope Burn".

None of those songs are filler. They all serve to meld the theme of introspection and Janet's trademark sexuality in a unique way. Especially "My Need".
