I don't understand why people are so confused. In-app purchases have existed for a long time. If it's related to music, like if you buy a song after using Shazam to identify it, it downloads the song directly from the iTunes music store and charges your iTunes account and puts it in your iTunes library. iTunes reports the sale to Billboard just like it would any other single. Billboard won't care at all if the song/album was bought through the app or not because the song/album will still be priced the exactly same way and be downloaded from the same source as it would have if you just checked the iTunes charts or looked up ARTPOP on iTunes to download it.

To expand on this, the reason this app exists is not to cheat and make Gaga's album more successful, because the app download will count as an album sale. The app exists because, like Gaga said, it will allow greater interaction with Gaga, the music, potential games/chats, unreleased music releases, and who knows what else. If it encourages more people to buy it digitally, then that's a bonus, but it actually sounds like what they're saying is that you can even just take the tracks of a physical copy and play them from within the ARTPOP app as well. We will see what happens with that.
