I'm pretty certain it's not "hooray." I'm actually almost positive she's not saying anything, it's just a nice "oooh ay, ooh ay, ooh ay-e-ya-ya." People keep trying to figurei t out but I just don't think there's anything TO figure out. And the whole "blue eyes" rumor...just no.
Like celebrating something that was once good instead of being bitter.
