It can't be Option 1 since her voice is a joke. It isn't Option 3 because she isn't a legend just yet.
This leaves Option 2. Her songs are amazingly catchy, versatile, and have stellar production. The hooks get you.

In fair comparison, "Love on Top" got more Promo (Bey announced her twitter-shattering PREGNANCY while performing it) and was a MUCH better song (imo ), but still couldn't do as well as "Stay".
That's all. Imo, it's just about the GP not being tired of Rihanna, and actually craving her voice. Even over otherwise meh-songs.
LOT and Stay have nothing to do in common. When LOT was released EDM was at its peak and it came from a messy era whose 3rd single was a mystery to the GP, even the fans. It still got her a top 20 hit and a Grammy.

And the "messy" era still got plenty of GP attention, between the BMAs and the VMAs and the Blue Ivy debacle...so....
