I think after she faced that breakdown in public, being humiliating by everyone, being called a bad mother, being bullied, even her kids were taken away from her in front of everybody, etc, she must not probably feel comfortable now at all in public and with people watching her, she is barely just starting to showing signs of recovering in basic social stuff like for example being a bit more natural and less awkward in interviews.
There's a bunch of teenagers that get traumatized daily, and some even comit suicide for being bullied at school, now imagine how it would be that you're being bullied not in your school but in the entire world because everyone knows you, you can't move to another city and hide, its worldwide, on every TV, magazine, internet page, everywhere. I don't know how Britney could overcome from that situation, she is brave, determined, stronger than most people think , and definately doesn't care about a sh*t now what people think of her.

It could've still debuted at No1. in 2010, or even better it could've debuted at no1. as a single from a re-release of "Circus" in 2009 , instead of "TSC".
