Her fans call her an album artist so she needs to sell +5M even If her all singles flop.
But still I didn't consider 4 as a flop because it sold 1.5m outside US. This is good for her since she is not a global artist.

4 has sold almost 1.4m worldwide. The tour effect throughout Europe was pretty substantial so we can assume it's closer to 3 million than it was back in 2012.
Even so, giving it 2.9m, we see 1.5 million from outside the US. Pretty good for an underperforming RnB album.

Hit songs are essential to a pop star, they are what gives them a presence in the music world, if you don't have a hit song then the GP is not listening to your music. So many eras sell well yet only appeal to the fanbase and are unknown to most people because they have no popular songs. 4 sold decently (big drop from IASF, but still decent sales) but she had no songs that made an impact with people, no songs played in the clubs, on the radio, etc to the level she had before. It's not just about $$$, it's about how many people are listening to and enjoying your music. Otherwise you might as well stan for money.

No. You have a bit of a point there, but generally, no. Singles, or hit singles are there to promote the album, your first concern as an artist is to sell albums, not singles. Singles are what gets you recognized. What good is an artist if they have a hit song that gets played in the clubs if no one is actually interested in buying their album, exploring their discography more than just that one hit song.
If Beyonce is doing good with album sales it definitely means that people are interested in listening to her, otherwise they wouldn't be buying the album, obviously. And a good thing about being a legend like Beyonce is that, even though she had no "impact with songs" she still had a lot of impact by just being herself. At the beginning of the year, everything was about her, from the inauguration to superbowl, to Bow Down / I Been On, the sold out tour...
