Overdose needs to be the next single, only because it will bring Ciara that proper Top 40 pop airplay she's been missing for a while! After that they can release any single and I'll be satisfied!
Read My Lips is a bop but it's not safe because Ciara needs a sound that is safe like "Overdose". You listen to Overdose and automatically you think it's a smash, that's what Ciara should put out next.
Overdose is actually just as risky, if not more risky than RML. They are both Poppy songs, Overdose just completely alienates an era built from Urban radio. Don't get ahead of yourselves. I'm Out/Overdose would be a good combo. Since IO won't take off till July anyway.
Read My Lips would be better for gradually crossing over into pop. It could be played on all formats but Overdose is too pop for urban radio. Overdose is a fan favorite though so I could see them releasing it next just because of that.
Livin' It Up is awesome, but since she has already had I'm Out as single, I don't think they will want to risk again

We already have I'm Out, we can't have two Nicki features back to back. Livin It Up would probably be saved for last if it even becomes a single (it is the perfect song to end an era tbh).
The remaining singles need to be released worldwide and on mainstream formats, not just urban radio (with the exception of Keep On Lookin ).
