I agree with you. Slave is not good as a first single. With the same video, looks, performances, Slave would still be as iconic as the way it is now no matter it was 3rd or 4th single.

Toxic was her coming out party for me. Slave was full of dance, sweat and grinding. Toxic was her first (and last) sex fest.

This should be the way Britney era goes:
1st single: Overprotected
2nd single: Not a girl, not yet a woman
3rd: Slave

1st and 2nd: she asked people not to care much about her, not to tell her what to do, not to tell her what is right/wrong, to let her do what she wants. Then people let her do what she wanna do that is the time for 3rd single: Slave.

Aside from these three songs, nothing left on Britney album deserved to be a single.
