Apparently if you donate 17 fossils the Cafe will open up. Not sure about the bugs though.
Waiting until tomorrow for that stupid development permit.
I went on to play this morning and Isabelle told me that I had reached 100% (although I actually reached it yesterday facepalm) and she's all "it'll take a day for it to be ready". So mad.
