It sort of makes sense to me given the immense coverage and attention that the song got - LOTS of haters and fans alike would flock to the video's page for various reasons, and they are streaming the video whether they like it or not. Plus, streams do generate revenue for labels and artists, as well as acting as a legitimate and significant form of music consumption today, so it does make sense why the RIAA would count them. I think that the logic behind not certifying streams, and especially video views, separately is that they are still a part of all the promotion that a song gets - it's performed all over television, it's serviced to radio, and it gets a high profile music video, all of which help to spread awareness of the song and generate revenue.
