You misinterpreted what she was saying. She's trying to insinuate that she doesn't have the star power to actually grab Gaga for a collab. Which is why Gaga would have to contact her first. Sure they could mutually agree to do a song together, but she'd need to get in contact with her and the labels would have to agree upon releasing it as well.
