And it's quite obvious she has the most successful transition because she was so big.
Did it chart at #4 for 2001 year end charts or 2002? And many artists even nowadays still come very close to 10m.

The promotional campaign was US only. 5 million albums when you had nothing but single failures, radio ban and dealing with even higher criticism in the public eye/media is beyond great. It also got that Pop Vocal Album nomination at the Grammys. I'm only thrown off because you said "underperformed
so bad". I can't find anything so bad about 10 million albums worldwide. She was bound to drop off from Oops!, even if she did the same thing for a third time -- that would be tiring and more turn-offish for consumers at the time.
I'm not sure if it were for 2001 or 2002, but as akrl posted either one is great.
And sorry, there are not "many artists" who sell 10 million worldwide nowadays. I can't see where you figure this when the numbers look like this:
2012
1 Adele 21 8.3
2 Taylor Swift Red 5.2
3 One Direction Up All Night 4.5
4 One Direction Take Me Home 4.4
5 Lana Del Rey Born To Die 3.4
6 P!nk The Truth About Love 2.6
7 Rod Stewart Rod Stewart 2.6
8 Rihanna Unapologetic 2.3
9 Mumford & Sons Babel 2.3
10 Maroon 5 Overexposed 2.2
2011
1. Adele: 21 (15.3 million)
2. Lady Gaga: Born This Way (5.4 million)
3. Michael Buble: Christmas (5.2 million)
4. Bruno Mars: Doo-Wops & Hooligans (4 million)
5. Rihanna: Loud (3.4 million)
6. Coldplay: Mylo Xyloto (3.3 million)
7. Adele: 19 (2.8 million)
8. Mumford & Sons: Sigh No more (2.2 million)
9. Katy Perry: Teenage Dream (2.1 million)
10. Beyonce: 4 (2.1 million)
2010
1. Lady Gaga – The Fame (Monster) – 5.8 million
2. Eminem – Recovery – 5.7 million
3. Justin Bieber – My Worlds – 5.6 million
4. Lady Antebellum – Need You Now – 3.6 million
5. Taylor Swift – Speak Now – 3.5 million
6. Susan Boyle – The Gift – 3.0 million
7. Black Eyed Peas – The E.N.D. – 3.0 million
8. Michael Bublé – Crazy Love – 3.0 million
9. Sadé – Soldier Of Love – 2.3 million
10. Alicia Keys – The Element Of Freedom – 2.3 million
2009
01. Susan Boyle - I Dreamed A Dream - 6,0 million copies
02. Lady GaGa - The Fame (Monster) - 5,9 million copies
03. Black Eyed Peas - The E.N.D. - 4,6 million copies
04. Taylor Swift - Fearless - 4,2 million copies
05. Michael Jackson - Thriller (25th Anniversary Reissue) - 4,0 million copies
06. Michael Jackson - Number Ones - 3,6 million copies
07. U2 - No Line On The Horizon - 3,5 million copies
08. Kings Of Leon - Only By The Night - 3,5 million copies
09. Michael Bublé - Crazy Love - 3,3 million copies
10. Beyoncé - I Am... Sasha Fierce - 3,2 million copies
Now which of these albums are anywhere near or surpassed 10 million today? Right. ADELE and Gaga's combined The Fame + The Fame Monster.
Like I said, the average worldwide seller is 5-6 million theses days. That's why it was such an uproar about whether BTW (album) actually sold 8 million or not (it didn't) because nobody crosses that territory today, not even 7 million.
