As much as I do like her, the Monsters kill me acting like Gaga invented music when she basically capitalized on the sound that artists like Rihanna and Katy had already made popular.
They didn't make it popular. They may have released dance-pop songs before Gaga but GAGA is the one who made it popular and ubiquitous. This is common fact basically. Kylie Minogue agrees.
TBH neither of them are holding the industry back, their musical quality is one thing:
Pink - we already know about her
Katy Perry - she only released two album but their kinda different sound wise so...
Lady Gaga - i'm not a big fan of the girl but wouldn't say her sound is stagnant
Rihanna - Nope, while TTT and Unapologetic could basically be blended together. I would say her sound evolves and changes
Beyonce - I would say yes but 4 sounds different from her previous material so she gets a pass
Ke$ha - all her singles just kinda sound the same
Britney Spears - Well her first two albums definitley were the same. As for now I would say she isn't stagnant but neither innovative ad completely different with each album.
so basically it comes down to producers (like most polls on ATRL)... I think we give the pop girls too much credit.. pop music has been more shaped by producers than the artists themselves. A more appropriate question might be what producers are holding the industry back.

I think if anyone is holding it back it's the producers. Damn, I just saw the 22 video by Taylor earlier and that song's production is dated and overdone as hell.

I don't know if you're agreeing with me or not but the 'Yoü And I' melody is not really poppy and the song features not only one but two guitar solos. Who else gets this rock-intense in the mainstream?

It has rock influence, but still it's pop song. Or **** Like You by P!nk then should be consided punk-rock song, since there is clearly it's elements and influence.

By this I don't mean Pink is holding the industry back, the song you just passed me is really catchy, first time I listened to it, but it's way more poppy than 'Yoü And I' which I said was sort of a rock & roll song. The '**** Like You' melody is really poppy while the 'Yoü And I' one tries to emulate rock & roll.
Yes, it features some electronic sounds but it's really more organic than anything out in the mainstream trying to do rock, you can listen to the piano, guitars, drums while P!nk's song features a lot of pop elements and studio tricks. It's actually really glossy and the distorted guitar is just an element of the song while the rock elements of 'Yoü And I' are present all the way.

I don't consider SLY anything more than pop song. And yes Y&I is most rock sounding song from mainstream girls released in past years. But still i can't consider it as rock song, for me it's still pop with rock sound. And it was only one such single from her, not like she tried to completely new sound of whole album.
