Also I listed many contributing factors as to why mtn failed or did you ignore the other reasons I listed including the song itself. Also gaga was on every talk,television or radio show possible unlike katy or rihanna. Also due to her polarizing nature if she is going on her 5th single in 9 months she has to be releasing highly commercial music. People dismiss/forget that she went through a similar problem in the US after Alejandro video released where the gp was tired of her.
As for Hair, I was one of the few pro-Hair people so I don't disagree. I also believe had Scheisse been an early single like the 2nd or 3rd it wouldve done well. I was one of the few on here that knew y&I would do well in the us and I personally found mtn boring. However, im not really interested in talking about the btw era's shortcomings as its not relevant and none of us are psychic or pop music gurus to accurately predict exactly what happened and what couldve done better.

Eh.. I disagree that the song was risky. Quite the contrary, it's one of the safest, blandest things she's released since The Fame.
One of the problems is that no era should be five singles in only nine months after it starts. Not to mention, she kept performing "Born This Way" even during the other singles' release campaigns.

The Edge Of Glory + Born This Way
You & I + Born This Way
And... let's not forget, most of her NYE performance was of Born This Way, with an intro of HML and MTN.
Maybe Scheisse would have smashed, but... it never would have happened as a later single. It's not melodic enough, like Hair is.
