Rumors of Jay-Z being on the single were started by a radio station who claimed they would premiere the single three days ago and they didn't. His wife confirmed she was working with Justin on her upcoming album so everyone just assumed she did something for his album as well (hopefully wrongly.)
"20/20" is a reference to the perfect vision (hence the glasses and the giant eyeball in the first promo video) and it's also a reference to a Tieland game. Be more informed next time please or just go back to stanning for that... person in your avatar.
