She doesn't get nearly enough airplay to come out on top.
She came out the gate and didn't explode with JD and PF until it got to the point where almost nobody else in the mainstream was releasing. By the time Poker Face was smashing, Rihanna was on extended leave due to the incident, Katy had released a risky single in flopped, Britney's Circus singles had pretty much done all they were going to (as did Beyonce's IASF stuff).
When she releases during high activity periods, she always loses. LoveGame, Alejandro, The Edge Of Glory, and You and I. To a degree, even Telephone was lost in a sea of activity. Judas would also qualify, but due to circumstances surrounding its release, it didn't make it far enough.
