Just find a video on Youtube you want to gif and download it, trim the timestamp you want, open up Photoshop, Import video frames to layers -> Limit to every 2 frames -> select all frames on the timeline and double the time value (ex. 0.003 seconds to -> 0.006) -> Save for Web -> Crop.

Then you're done.

And there's a Windows way to get Photoshop, but I'ma have to PM you how to do it.
