The film wouldn't be happening if they didn't feel there was adequate interest and enough of a market for the venture to be worth it. Particularly not in hindsight of Katy Perry's film doing poorly.

These decisions aren't made lightly, not when there will be tens of millions of dollars invested in it. Different ballgame from a potential-flop single or even album.
