Sure, Ke$ha took a long break, but lets look at how that's working out for her globally. Countries where she was once making gains in with Cannibal have rendered her irrelevant again, it's like resetting yourself back an album cycle of progress.
Hopefully Gaga's tour helps balance out the lost interest, but who knows. Her tour sales in the US aren't even overwhelmingly amazing, and this is where she had 3 hits from the BTW era.

Kesha was never close to Gagas appeal to begin with so the comparisons are fairly moot. Also Kesha did nothing for a very long time. The BTW ball if anything is strengthening her appeal WW. She's going many places she's never been before. WW Gaga is doing much better than even Madonna is currently on iTunes and Madonna just released a new album, had a superbowl performance, is on a huge worldwide tour and has tons more material for sale than gaga.
The evidence your using is hardly significant in terms of her global appeal. Her US appeal has some cause for concern but I'd wait until she starts touring to really judge where she's at. She hasn't done anything in the US for a very long time. Also her break and how long she's taking is in a big part related to her tour than anything else.
Again, breaks can be good or bad it hugely relies on the quality of material released. Hence why whether it's rihanna taking no breaks or beyonce or P!nk taking huge breaks all three have had flop eras as well as having huge eras.
Personally, I think gaga should've started the BTW tour sooner and she should've had ARTPOP release in November. A year and a half break between albums seem to be her sweet spot. However I think it's a exaggeration right now to be saying she's in trouble. She still has tons of press written about her all the time, she still as a person holds more public appeal and attention than even Kesha has during her comeback. I personally will wait and see with her US appeal once she starts touring again.
