I don't know about Latin America but Gaga is bigger than her in North America, Europe, South Africa(I don't know about the other countries), Asia, and Australia. That's 4 of the 7 continents that I'm sure she's bigger than Beyonce in.

This. The dance-pop music and colorful, quirky image (as well as whiteness in general, regardless of her self-appointed "outsider" status) appeals broadly. Beyonce, as of 4 anyway, has begun shifting towards more mature R&B songs and themes, which hasn't appealed to the masses in a while.
