Its either her or Rihanna. Tay is only a gold cerfication behind Rihanna in RIAA certifications for singles but she has 3 singles that all should be certified gold now so she might actually be ahead of Rihanna.

The album sales are most likely sales, not just shipments.
Before Red, Taylor sold about 18 million albums in the US, with Red she sold about 20 million albums.
Red sold almost 1 million outside the US, Speak Now sold about 1.7 (maybe 2 million) and Fearless sold over 2.3 million, her debut did about 350K outside the US. We have old figures for Fearless and Speak Now.
When you count all of those, she did 26 million world-wide
She also has a Christmas EP that's close to selling one million in the US. (She has a live album that did over 300K in the US too, not sure about international figures.) and I don't think they counted those, specially the Xmas one since it's an EP.
And we're gonna have to wait and see if she's the best selling digital artist again or not. She might've snatched it back!

I think it's sales too. From the numbers I can find, she's done at least ~19.6m in the US and at least ~4.3m WW. That only leaves ~2.1m and many of her releases have no numbers for WW, some none for US and all figures are at least a few months old.

In 2010 alone, it did 4.3 million WW. (2.9 from the US)
That alone is 1.4 outside the US in 2010. And the album kept selling through 2011/2012.

eh look at BTW numbers though. I don't take those numbers seriously. I've found old sales numbers for Speak Now and Fearless for the UK and Japan and Australia and these are where the majority of her sales come from so that's how I estimate her album sales that and her certs from other countries.

I can find sourced figures for ~4.3m including the ~1m from Red but it's definitely more than that because there are no WW numbers for any of the non-studio album releases and all numbers except Red's are at least a few months out of date anyway.
