Well she shouldn't wait after the Superbowl hype has died.so at least a week before.she had a lot of hype around her after Glastonbury and I'm sure if she would have announced a tour after it that it would've soldout.
I agree completely. By then we'd already have the relevant info on the single and the album so the tour is all the confirmation we'd need. It would also they can ask her about things we really care about in interviews.
