yes. Michael Ealy (the guy in the video) did an interview and said she scrapped it because she wasn't sure it would appeal to fans.

Well she was right (to an extent). It's funny what people will tolerate from other artists, but would drag her for doing the same thing. I remember there was a rumor that the Telephone video would feature her and Gaga eating human brains.

true, but I think she should've taken the risk. It would've been a gateway to her doing it more often and making it a "norm" so people wouldn't be so shocked when it happens, allowing her to feel more comfortable with experimenting visually and pushing the boundaries.
