Janet, through her talent and sexuality, created a unique image that urban and pop acts have been drawing inspiration from for three decades, as well as contributing to bridging the gap between pop and urban music with the sounds of New Jackswing, socially conscious lyrics and peerless performance ability, becoming one of the MAJOR influences in performers of all kinds of music today. In addition, being one of the FEW African-American artists of her time to gain prominence and find major success on the level or exceeding that of her white peers doesn't hurt.
Mariah Carey's sound and vocal style influenced generations of R&B and pop singers for decades, and she was the first pop diva to find huge success with hip-hop incorporated into her music, and set a trend alight.
Britney doesn't come close.

Mariah is the most legendary because she has 18 #1's and has surpassed Elvis and if she gets 3 more #1 hits she will surpass The Beatles as the artist with the most #1's on the Billboard Hot 100. She has sold 200 million + albums & is known for her 5 octave voice. I think all of that makes more legendary.
Janet and Brit are both awesome but they both will always be overshadowed by Madonna. Whitney is more iconic & was Mariah's predecessor but at least Mariah surpassed Whit's success. You cant say the same for Brit and Janet. They both cant match their predecessor Madonna's success or iconic status

Noone knows those songs, the only one people know is Scream and that's only because of her brother who has constantly overshadowed her career. And DEATH @ BOMT being a stretch when it went #1 in EVERY country and is more iconic than ANY song Janet has ever released.
I give you Mariah though, she's actually scored some global and memorable hits unlike the other one.

Hero is covered in almost all singing competition
Without You was successful across Europe, UK, Italy, Switzerland (with ten non-consecutive weeks at number 1), the Netherlands (twelve weeks), Germany for four weeks and Austria for eight weeks, Ireland for five weeks and in New Zealand for one week, It was able to make the top three in Canada, France, Norway and Australia
