Because the Uk releasesystem works different to the US one, and that is what I try to make clear for months now
Without radio support (or a video) it all has to be stabilised with promo, since without radio there is not much longtivity possible for a song in the UK, ofcourse she could easily do what you say, but it is risky and might end up with another top 20 hit.
Mostly songs take around 6 weeks to built radio support, along with a pre-order on ITunes, then the artists perform their songs on the release date as extra push for the release, without radio support, the promo will be the only push it gets. And even though Nicole is loved in the UK, it still is risky.
