I really think Gaga is trying to reach out to more people WW with this tour, instead of just aiming towards "big cities".
There's a lot of strange choices when it comes to the dates, like all these random European cities and all those small latin american countries, regularly, artists would just go to countries like France, England, Germany, Italy, Mexico, Brazil and Argentina at these areas. But she's going to countries like Peru, Uruguay, Romania, Latvia, South Africa, etc. I'm sure some choices were not even that profitable.
It should be interesting how much her fan base has grown when ARTPOP is released. Gaga is that kind of artist that "converts" people once you see her live.
Next tour should be better planned, and not so rushed.

That;s not true. Ever legendary and very big act had at least one concert here in Romania. From Michael Jackson (92 and 96) - he even filmed his HBO Special Here to Madonna, AC/DC, The Rolling Stones, Depeche Mode, Red Hot Chilli Peppers, Guns'N'Roses. And also not so big touring artists like Beyonce, Shakira, Enrique and many other I can't remember now.
I know its not that profitable to have a show here, but there are lots of people capable to buy a ticket an see an artist, since tickets aren't that expensive as in some other countries.
It's something normal, we're not an economical force like England, France or Germany, but what's most important is that there are people here that want to see you live in concert and become fans after.
And as fasr as I'm concerned, nobody left her show here with a bad or any kind of negative opinion about it, which is great. Its also true that most of the people that attended the concert and didn't like her that much as an artist totally changed their opinion about her.

I was speaking about Gaga's peers (pop girls: Madonna, Rihanna, Britney, Kylie, etc.), or other artists with similar profile. Not rock bands and nostalgia acts. I know there will be exceptions, i was just trying to highlight the fact that she's going to places where artists like her regularly dont go. Which is good, it expands her market even more.
She doesn't care only about the money, cause if she did.. she wouldn't have gone to Australia or Africa, like Madonna.

If I were to guess, I'd say Gaga's tour has been strategically planned to build an audience in a broader range of places where she hasn't necessarily already toured, so when she returns with a large city exclusive tour people will be more inclined to travel.
It looks a bit strange to us in places, but there must be a reason behind some of their choices.

This is exactly what I think. She's hitting the smaller countries and places no one else hits to gain an audience. When the next tour begins, Gaga's team will know which cities to hit and which cities to forget. They are very smart.

Even if it's not completely sold out, a 30k crowd is still amazing for a small country like Costa Rica.

I don't know if you saw it, but a little while ago in an interview Troy basically said their goal was to build loyalty with rarely visited countries/developing countries so that as her career progresses she will have a base in almost country that will keep coming to shows and buying music.
He also said they might just do a a free concert in India because they wouldn't make any money from it
