You have to think what's the best possible route to take when deciding on promo. I think RCA feels that "Die Young" can manage with radio and then a video release, which it has been.
Promo may make it rise digitally for a little bit, but overall it won't help it much now - I doubt it's very high on streaming and radio play wise it's still very small. This with a slightly increased digital sales would only cause a slight rise on the BB Hot100, on which she would eventually out-peak when streaming and airplay had garnered a substantial amount.
Promotion would be best later in the single's life. Not only will this help it peak better as explained above, but it would also ensure longevity.
