This isn't what TikiMiss is talking about. There are plenty of websites like this such as Rate The MUSIC where you rate music released by an artist, sometime unreleased, or songs on the radio. However, major artists don't use this for unreleased content as it'd be too easy for widespread leaks.
TikiMiss is talking about a machine that uses an algorithm based on all top 10 singles in the past few decades to see how viable a song is in public appeal. Obviously it can't factor things such as artist reputation, song content, etc so there are things that it can't correctly guess.
