That's the idea, but it doesn't make it fact. My general point is there aren't any exceptions, at least none that are notably seen, because many singles have gotten banners - usually dubbed with "Exclusive New Single" or something along those lines.
This month has been relatively hectic with the many album releases/deals, so I feel that's the reason particular singles didn't get a slot while Def Jam ensured Rihanna's premiere had a slot.
