That's the full capacity for the venue but Lady Gaga's stage is really big so they can't use the full arena. Take a look at her australian concerts: Brisbane has a 13.5k capacity venue and she played for 10.5k people, Melbourne has a 14.8k capacity venue and she played for 12k people, so it's always around 2k people less than the acutal venue capacity.
But it depends on how the structure of the venue is. Take a look at the Armeets Arena in Sofia where the average concert capacity is 19k, but Lady Gaga played there a full sold out show for only 12k people. The reason is that the Sofia arena has a square-type of structure insted of a rectangle-type of structure so the stage occupies a bigger part of the arena.
I also don't think the shows are sold out (yet) because you can still buy tickets online for all the 4 shows there...
