It's 200 hundred cause whatever you bid you get back double so since you bidded 50 on 2 winners both 50 became 100, added together is 200

For Riolu it is...Riolu only evolves with friendship, it's technically impossible to evolve him any other way. And since the "Soothing Bell" increases friendship, it SHOULD do it
