Sis, you need to take multiple seats Plusle cannot learn Thunderbolt without a TM, and Plusle is technically called a "fully evolved pokemon," and Piplup hasn't evolved yet. I'm sure it's possible to beat a Plusle with a Piplup but it'll be difficult.
Is there a way to level up more than 1 like for example Shinx levels up 3 levels from this battle. etc....
