Actual sales do not equate to market share, which is what record labels operate on most the time - if an artist has more of a market share in one country, their focus tends to be put onto that market. Reason why is usually because the artist stands to make more money from a market like UK.
Take Rihanna, who actually sells more or equally in the US, but relative to the size of the UK, she is incredibly more popular here than in America. That's why the UK is given so much attention by her, and she has a TV show here at the moment, and her last tour was here for months, she has like a billion endorsement deals, etc.
Of course, if you're somebody like Adele, who just sells left right and centre, then fine. But for most artists, they need to focus somewhere. Beyonce did it last year with 4's promo. The album's actual sales were much bigger in the USA, but she dedicated a lot of promo in the UK.
