She is talking about working on a new album since 2011, she's been playing new music in her car, her sound engineer is talking daily about new music on Twitter (and she obviously knows it), she talked about the new album at the BTWB multiple times and we know since a couple of months that she's gonna reveal the title in September. That was enough to assume the album was coming out this year. I'm not mad at her, I'm just disappointed because I hoped we'd get the new single soon; I prefer her to put out a good album in 2020 than to rush an album now, but still the hype was there and was unnecessary
