That's not always a guarantee. She had to cancel a stadium show in Germany because of low demand once. I'm sure sold out arena shows were guaranteed tho.

Look, touring is a business and the artist wants to make money. Yes, it's unfortunate for fans, but Australia is long way away and getting all her equipment there would be extremely expensive. Madonna's team probably decided it wasn't a smart financial option to take the tour there.
