Okay,
here it is. I'm pretty sure that's what I remember reading. Just a heads up that it's a terribly long read.
It basically talks about the competition between Americans and Nazis to make sure they each had the upperhand when it came to fighting the war. Specifically, Americans tried to recreate the Nazi Horton Ho. Of course, they'd need to test everything, and because of the high risks including altitude and radiation, the US needed test subjects, so they found children with a disease called Progeria and used them. He goes onto to describe how these children look, and that they all very eerily fit the description of the "aliens" given by one of the witnesses. After the crashes and everything occured, the government did their best to retract all the publications and soon after new conflicting stories were published.
It's all just a hypothesis, but he puts it together very well and makes soo many good points.
