That's not too relevant, I don't think. A country artist like Taylor Swift could have easily been born in Canada and still be as local as she is.

Unless you're French Canadian, most Americans aren't prone to seeing Canadian celebrities as foreigners or even realize/remember they aren't American.

I never got the idea Bieber was big outside of the U.S., Canada and the UK.

His fans say that he has a strong following outside of those areas, but people from other countries say otherwise.

Also, didn't we expect a 'weak' WW total after his slow openings in the U.S. and especially the UK?
