Not in the UK. he's never been massive here. Cheryls hype was much bigger.

That's it?Thought he would do like 100k.I don't feel like his WW sales would pass 700-800k now.Underwhelming if we consider the expectations,tbh.

And people complain about the market here in the U.S.
Those numbers are terrible for both Cheryl and Bieber.

debuted at #4 with 28,000, then went up to a new peak of #3 when
2.0
combined with 36,000 so JB improves a bit.

It's much worse in the US, this is an unusually low week but the UK is still just a fifth of the US population, so its not that bad.
