Does that really matter? Just because they speak Japanese they have to make a certain type of music? What makes someone a real J-Pop artist vs. a not real J-Pop artist?
Yes it matters. I like my J-Pop to have one or more unique elements like traditional Asian instruments, non-standard song structure, kawaisa, high-pitched voices, etc. For me language could never be enough to define a whole genre. Tiziano is not I-Pop.
