I suspect she sent demoes to her label and then her, Haus and her label are going to decide what songs will make it on to the next record. Once they narrow it down she will fine tune and master the tracks. It should easily be ready this year unless the label really dislikes the direction of the album or her team/label decide to wait until after the BTWB ends.
Based on the info we've heard about the development of BTW, I think she sent the album to her label and was originally planning on a 2010 release towards the end of the year(we at least know she had BTW, MTN, Judas, TEoG, Americano and Y&I made during 2010). However, because her label decided to not release her next album until after the tour ended Gaga went back and fine tuned it alot. She also replaced some of the original tracks with newly written ones(such as Heavy Metal Lover). We know the production of many songs including BTW went under heavy alterations, production wise. The album was likely in a finished state by the end of 2010 but she kept remastering and fine tuning the album. I think she in some areas over did that aspect. For example we know TEoG was written and finished back in the summer of 2010 but up until a few weeks before the album was to release she kept fine tuning and tweaking the song adding different things here and there.
I feel her label should have her release the album at the end of the year versus delaying it until the tour ends so she doesn't sit on the album and constantly fiddle with it. I felt TFM was a much more organic and natural album because it was released when it was ready. BTW was overproduced in some areas and Gaga tried cramming too many ideas into one thing. We've seen this happen before for example in the Y&I video.
