Well, I guess that would depend on who her peers are? Britney? Rihanna? Ke$ha/Katy?
I wouldn't put anything from the latter two on the level of TFM/Paparazzi, and would probably only put Umbrella from Rihanna on that level. Britney, I would place Toxic/Blackout on that level (maybe more, but she's had 13 years to accumulate).
So, in general, I don't think she's just releasing the same generic crap as the rest. Like, my dislike for Ke$ha/Katy stems far less from their personalities and far more from the fact that I genuinely don't like their material.
