That's the exact definition of an icon though. Britney represents the teen, bubblegum era, hence why she is considered a pop icon. She had no artistic merit or contribution, much like Rihanna, therefore she is not a legend. Simple as that.

Those artists doesn't vouch for Britney's impact though. Realistically speaking, those "artists" were created by their respective labels, much like Britney, to capitalize off of the bubblegum, teen pop era.
