No. Firstly, Katy's vocal is so off-putting that she would not be able to tell the stories of these hymns anywhere near as effectively. Secondly, a lot of the acclaim is to do with positioning. Lord's 'first' pop album (lol), how She emphasises in every day interview that She's the one writing the songs, that She's making 'good pop' instead of brainless evil pop (cringe), that the album is '80s influenced (there are like 4 songs with overt '80s sounds). All these things position Her as distant from and superior to the typical pop album these publications would look down on, and there's the added benefit of a transitionary narrative from country to pop. It's not like 1989 is vastly superior to Her previous albums which didn't get as much end-of-year list hype. Her marketing. She never loses.

Welcome to New York is basically written from the perspective of someone who just moved to New York and is filled with wonder. Completely relevant to Taylor's personal life.

Style has tons of specific references to her relationship with Harry and has dialogue that I assume was actually spoken between them. The title even has his name in it.

These are songs that have Taylor written all over them, sorry you can't see what's obvious to everyone else.

No it wouldn't. I feel like critics would praise anything Taylor does, because Shake It Off is just dreadful; poor writing, poor vocals and an instrumental that feels like it's been used a dozen times before. I feel like if it wasn't a Taylor song, critics would just write it off as another run of the mill hit.

But to be fair to Taylor, 1989 is of a higher quality than Katy's albums, so I can see why it's getting praise.

Shake It Off is making year-end lists because:

1.) It's a smash (important for a pop song)
2.) Critics like Taylor
3.) It skewers her public persona

Katy could have made it a smash, but critics don't like her (nowhere near as much as Taylor, anyway) and she has no real public persona other than she's fun and likable, so the answer's no.
