It's been obvious that Gaga would go rock since day 1, so why anyone is acting surprised is beyond me. Even if you weren't checking her pre-Fame glam stuff, the moment she bled to death on stage should have been enough of an indicator that she was a rockstar in pop clothing and was never going to be/stay a pure popstar.
Of course, if that genre isn't to your taste that's fine - but at least give her a chance. She's probably going to do pop/rock anyway, and that includes a huge variety of sounds from Pink to Elton John to Alanis Morisette to Florence to Avril Lavigne to Coldplay to Imagine Dragons and so on. We went years in pop where the rock/punk/indie/emo sound was what made hits - this isn't a lost cause.

I feel it'll be sooner than this. That's over a year away, and she's already had a year since ARTPOP (which was somewhat dead on arrival). I wouldn't be surprised if she followed your timeline, but I would imagine that they've been planning a relatively quick turnaround and aiming toward a summer 2015 launch to tie in with the space performance. Whilst she's had C2C in the meantime, that's a side project with minimal creative energy required beyond recording and performing.
If I were her, I'd do something like this:
Dec '14 - Promote C2C through the holidays.
Jan '15 - C2C tour begins.
Feb '15 - Perform C2C at Grammys and Brits.
Mar '15 -
Apr '15 - Pop/urban feature to prep the oven for her return/win radio support back.
May '15 -
Jun '15 - C2C tour ends.
Jul '15 - Lead single of #5 (big, feel-good summer anthem). Use it in an ad campaign?
Aug '15 - VMA performance of both the single and collab. Vanguard award?
Sep '15 -
Oct '15 - 2nd single from #5 (probably a ballad, perhaps a collab to maintain momentum)
Nov '15 - Release #5 album soon after.
Dec '15 -
Jan '16 -
Feb '16 - 3rd single from #5 performed at Grammys and Brits.
