And to answer OP's question, no I don't think he's over. Comparing him to 1D is silly considering their scandals don't get anywhere near as much attention as his get. Also, so far they have taken about 0 risks career wise and have stuck with the style of music and image that made them popular in the first place. If Justin's personal life didn't attract as much media attention and he had stuck to pop music, he'd be as big as 1D are now, if not bigger. But those are all as if's and they don't matter much.
I think his next project will be successful but it depends the type of music he decides to release (a pop album full of hits will do better than an acoustic album which is what he's preparing now from the looks of it) and how much promo he does.

What you're saying makes no sense. He WAS as big and even bigger than 1D at one point. His “risk-taking“ didn't damage his career. Pissing in a bucket, spitting on his fans, and acting arrogant did.
You can try spinning it either way you want but the fact is he's done. You can't rely just on your fans buying your music. If the casual listeners (GP) aren't there to support your product you won't succeed. Considering at least half of his fanbase got their sense dragged back into them and GP not even slightly being interested in his work, it's safe to say he's over. Done. Kaput.
