Back in, like, what?... 2011-12 maybe. He's been over for a very long time now. The majority of his younger fan base have moved on, some have grown up. Adults are not here for this kid.
He may or may not release an album. But no one will be here for it. Justin's selling power will be considerably low (similar to the Jonas Brothers or Aaron Carter), and he will be reduced to touring in smaller venues (clubs, theaters, amphitheaters, and MAYBE an arena here and there if he's lucky) but that's about it. Sooner than later he will fall into the pits of numerous scandals and attempted "comebacks" a la Lindsay Lohan. People will not be able to remember why he was famous to begin with or keep up with his legal dilemmas.
